Powering the Smart City Vision – Why Energy Strategy Comes First

The concept of the Smart City has gained global traction over the last two decades, aiming to harness technology, data, and innovation to improve the quality of urban life. However, smart city development is far from uniform—what defines a ‘smart city’ differs greatly depending on geographic, economic, and infrastructural contexts.

Singapore stands out as a global leader in integrated Smart City planning through its Smart Nation initiative, which features advanced systems like smart traffic control, e-government services, predictive healthcare analytics, and sensor-based waste management. In contrast, European cities like Barcelona and Amsterdam have prioritized smart mobility, green infrastructure, and participatory urban governance.

Meanwhile, India’s Smart Cities Mission, which targets over 100 cities, focuses on developing ICT-enabled infrastructure to enhance urban living. However, the programme has encountered implementation challenges, particularly around funding constraints and stakeholder coordination.

One common theme across these examples is that energy infrastructure is often the least agile component, yet it underpins all other smart functionalities. If energy supply is inconsistent or unsustainable, no amount of sensors, apps, or IoT frameworks can function effectively.

A core lesson from cities that succeeded in smart transformations is the importance of starting with foundational infrastructure—especially energy. Phased, hybrid energy systems—combining grid, solar, battery storage, and even biogas—are increasingly being seen as the backbone for Smart City success. Without energy security, smart governance remains aspirational rather than operational.

In shaping future-ready cities, planners and developers must position energy infrastructure not as a secondary service, but as a strategic first mover. The agility, scalability, and long-term affordability of smart solutions depend on the resilience and flexibility of their power base.

Smart cities are more than just urban centres with digital dashboards and high-speed connectivity. At the heart of every smart city vision lies a fundamental prerequisite: energy. Not just any energy—but intelligent, clean, adaptable energy. Cities of the future must be powered by systems that can scale, self-correct, decentralize, and create inclusive access. And for Africa, the smart city evolution must begin with one urgent question: How do we power it all sustainably?
